考績法爭議 連勝文:3%淘汰率怎會高?應該訂20%才對!

考試院日前提出「公務人員考績法修正方向」,傳出考試、政院不同調。其中有關公務員
連三年考績列丙等應資遣、丙等比例不得低於3%的修法方向,引發各界討論。悠遊卡公司
董事長連勝文23日表示,修法中訂出3%的比例,「怎麼會很高呢?」「應該是訂20%才對
」!
考試院長關中及張哲琛部長18日上午7時30分赴總統府,向總統馬英九、行政院長吳敦義
、立法院長王金平、國民黨立院黨團幹部呂學樟、林鴻池等人說明「公務人員考績法修正
方向」,會議約進行1個半小時。
會後張哲琛轉述說,包括馬總統等與會人員,多認為考績法制改革有其必要性,但馬總統
也關切「如何在合法、合理、合情的情形下推動考績法改革,是政府的目標」,並擔心有
「副作用」。
張哲琛表示,很多公務員傳很多反對考績法的意見資料,總統府也接到很多陳情,馬總統
希望銓敘部多溝通、多說明。針對銓敘部日前公布的考績法修正草案擬訂丙等比例不得低
於3%,如果累積3次丙等,公務員就得辦理資遣或依規定退休。
對於外界質疑對考試院版考績法修正反彈,吳揆19日上午表示,「我支持對公務人員作改
革,那改革是要激勵士氣,提高效率,所以我對考試院提的方案,是還有一些,希望他們
再去斟酌的。」
對於兩院對考績法不同調,馬總統雖於21日出面緩頰,呼籲社會各界應該正面看待最近行
政、考試兩院間有關考績法修正的熱烈討論。並表示在制度修改的方向上,應建立相對客
觀、務實可行的考評標準,並減少當前輪流考列某一等第的鄉愿作風。但卻也強調,應該
要建立通暢、獨立、公正的申訴管道,與功過相抵的機制,以保障公務人員合法權益,並
鼓勵改過自新。
對於馬總統兩年的執政成績,傳出有意辭去悠遊卡董事長,並強調今年不再參選國民黨中
常委選舉的連勝文,接受《中國時報》訪問時指出,馬總統的任務很艱鉅,「民調如此低
盪,But I have nothing to lose」。他建議馬英九,「既然已經無路可退,就應該放手
一搏,馬英九要展現大刀闊斧式的改變與建設」。
連勝文接受專訪時,也對考績法爭議發表看法。成功將悠遊卡公司在兩年內轉虧為盈,對
經營頗有心得的連勝文認為,考績法修訂案當中,「訂3%的淘汰比例怎麼會很高呢?」在
他來看,「應該是訂20%對!」
連勝文說,馬英九應抱著破斧沉舟的決心,「就算不能讓所有人滿意,也可以絕大多數人
的利益為依歸」,連勝文建議馬總統,「在不可能讓每個人都滿意的情況下,必須想辦法
讓多數人滿意」。
對馬政府施政作為積極提出建議的連勝文,去年底聽聞行政院長吳敦義在行政院院會上痛
罵經濟部行政效率不彰,還說要刻一個震怒章時,也曾高分貝稱許吳揆:「我實在太太太
太太欣賞吳院長了,他是少數行政首長面對事實真相,講出民眾心聲的人,我覺得有希望
了!」
